Charles Edward Carter wuchs in Worthington, Ohio auf und besuchte die "Ohio State University", die "Eastman School of Music" und die "Florida State University". Er unterrichtete "low brass" und arbeitete für die "Ohio State University Marching Band" als Arrangeur. Später ging er dann als Arrangeur der Bands an die "Florida State University" und fungierte auch als Professor für Theorie und Komposition. Gemeinsam mit zahlreichen "marching band" Arrangements schrieb er über 30 Arbeiten für die Konzertband. Zu seinen gut bekannten Stücken zählen "Chorale and Variations", "Dance and Intermezzo", "Sonata for Winds" und "Symphonic Overture".

Charles Edward Carter grew up in Worthington, Ohio, and attended Ohio State University, the Eastman School of Music, and Florida State University. He taught low brass and was arranger for the Ohio State University Marching Band. Later, he went to Florida State University as an arranger for its bands and was also a Professor of Theory and Composition. Along with numerous marching band arrangements, he has over thirty works for concert band. Well known pieces include: "Chorale and Variations", "Dance and Intermezzo", "Sonata for Winds", and "Symphonic Overture".
