Walter Hartley zählt mit seinen über 100 Werken zu den außergewöhnlichsten Komponisten Amerikas. Seine musikalische Laufbahn begann an der "Eastman School of Music", wo er bereits mit dem Komponieren begann. Später betätigte er sich sehr erfolgreich mit dem Unterrichten von Theorieunterricht und Klavier und er war Vositzender der Musikabteilung am "David and Elkins College" in West Virginia. Zuletzt war er auch am "State University College" in New York tätig. Mit seinem Werk "Sinfonia No. 4" hat er einen bahnbrechenden Erfolg erzielt. Später folgten dann Werke wie "Concerto for Twenty-three Winds" oder "Concertino for Tenor Saxophone".

Walter Hartley studied composition at the Eastman School of Music with Bernard Rogers and Howard Hanson. While at Eastman, Hartley earned Bachelor's Master's, and Ph.D. degrees in music. Dr. Hartley taught piano and music theory at the National Music Camp and served as Chairman of the music department at David and Elkins College in West Virginia. He is currently Professor Emeritus at SUNY-Fredonia.
