Ray E. Cramer machte sein "undergraduate degree" im Fach Musikerziehung an der "Western Illinois University", wo er bei Forrest Suycott Komposition studierte. Sein "Masters degree" in Posaune und Komposition absolvierte er an der "University of Iowa", wo er bei Bezanson studierte. Nachdem er an den High Schools in Illinois und Iowa unterrichtete, trat er im Herbst 1969 in die Fakultät der "Indiana University School of Music" ein. 1982 wurde er dann zum Banddirektor ernannt. Unter seiner Leitung gewann das "Indiana University Wind Ensemble" einen internationalen hervorragenden Ruf für seine außergewöhnlichen musikalischen Aufführungen. Zusätzlich zu seinen administrativen Pflichten im Vorstand, gibt Cramer Kurse in "graduate level" in den Fächern Dirigieren, Geschichte und Literatur. Außerdem dirigiert er das Windensemble und das "University Orchestra". Aktiv arbeitet er zudem als Vortragender und Gastdirigent in ganz Amerika und auch im Ausland. Als Gastdirigent fungierte er zum Beispiel an der "Musashino Academia of Music" in Tokyo, sowohl im Herbst 1990, wie auch in den Sommermonaten von 1992, 1995 und 1998.

Ray E. Cramer gained his undergraduate degree in Music Education at Western Illinois University, where he studied composition with Forrest Suycott, and a Masters degree in Trombone Performance and Composition at the University of Iowa, where he studied with Bezanson. After teaching in Illinois and Iowa high schools, he joined the faculty of the Indiana University School of Music in the fall of 1969. In 1982, Cramer was appointed Director of Bands. Under his leadership the Indiana University Wind Ensemble has earned an international reputation for outstanding musical performances. In addition to his administrative responsibilities as Department Chair, Cramer teaches courses at the graduate level in wind conducting, history, and literature, and conducts the Wind Ensemble and University Orchestra. Cramer is actively involved in clinics and guest conducting engagements throughout the United States and foreign countries. He has served as a guest conductor on the faculty of the Musashino Academia of Music in Tokyo, Japan in the fall of 1990, and the summers of 1992, 1995, and 1998.
